The Kern County Board of Supervisors met today as scheduled for Tuesday’s May 7, 2024, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Jeff Flores (District 3), Chairman David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Meeting Highlights:
- Item No. 2 AM session:
- The Board proclaimed May 12 – 18, 2024 as National Police Week and Thursday, May 16, 2024, as Peace Officers Memorial Day in Kern County, and granted permission to fly flags at half-staff during National Police Week.
- Item No. 3 AM session:
- The Board proclaimed May 2024 and Latina Maternal Health Awareness Month in Kern County.
- Item No. 4 AM session:
- The Board proclaimed May 2024 as Older Americans Month in Kern County.
- Item No. 5 AM session:
- The Board proclaimed May 2024 as Community Action Month in Kern County.
- Item No. 6 AM session:
- The Board proclaimed May 2024 as Foster Care Awareness Month in Kern County.
- Item No. 25 AM session:
- The Board approved an agreement with First 5 Kern to provide fiscal support for the development of the “Help Me Grow” initiative through June of 2025, which will assist Kern County children in getting the developmental support needed for their future success.
- Item No. 26 AM session:
- The Board approved an agreement with The Third Tradition to provide temporary housing and supportive services for transitional age youth through June of 2025.
- Item No. 31 AM session:
- The Board approved an agreement with the Kern County Superintendent of Schools to provide space at school sites for substance use treatment services for at-risk students through June of 2026.
- Item No. 32 AM session:
- The Board approved an agreement Community Services Organization Behavioral Health Programs, Inc., to provide substance use disorder treatment services in the Bakersfield area through June of 2026.
- Item No. 34 AM session:
- The Board heard a presentation on the “MyKern” application, a digital transparency and accessibility tool for County residents to connect and report non-emergency issues.

- Item No. 29 AM session:
- The Board approved an agreement with the Kern County Superintendent of Schools or the provision of Medi-Cal Health Enrollment Navigators Project services through June of 2025.
- Item No. 51 AM session:
- The Board approved non-standard terms and conditions with the City of Delano Recreation Department for use of facilities for the Know Your Numbers program from July 24, 2024 through September 4, 2024, which will provide this community with free Public Health resources geared towards improving health and wellbeing among residents.
- Item No. 3 PM session:
- The Board held a public hearing at the request of the Sierra Club for an appeal to the decision of the Planning Commission to approve CUP #17, Map 121 and ZV #11, Map 121 (approved February 22, 2024; Resolution #18-24 and #19A-24); which authorized a phased development of a commercial travel center with deviations to the size requirements of a pole sign in a CH PD (Highway Commercial - Precise Development Combining) District on a 26.2-acre parcel located at the southwest corner of Stockdale Highway and Interstate 5 in the unincorporated Bakersfield area (APN: 160-030-32) (S.D. #4)
- The Board took public testimony and referred the matter back to staff for further environmental review.
- Items No. 9 – 12 PM session:
- The Board held a series of protest hearings for cost incurred for various nuisance abatement work throughout unincorporated Kern County.
- This effort supports the enhancement of quality-of-life for Kern County residents.
- Item No. 20 PM session:
- The Board approved the request for cancellation of General Fund designations and appropriation of unanticipated revenue in the Code Compliance Fund in the amount of $450,000 for nuisance abatement work in blighted communities.
- Item No. 25 PM session:
- The Board voted to contribute $500 to the Shafter Cinco De Mayo Committee, $500 to the Kern County Hispanic Chamber of Commerce Business Education Foundation, $500 to Leukemia & Lymphoma Society, $500 to the McFarland Festival Committee, and $500 to the Delano Community Alliance.
- Item No. 26 PM session:
- The Board voted to contribute $500 to the Kern High School District, and $500 to support Be Finally Free Inc.
- Item No. 27 PM session:
- The Board voted to contribute $250 to the Kern River Corridor Endowment and Holding Company Inc., $500 to the Kern County Agriculture and Leadership program, $500 to the Leukemia & Lymphoma Society, and $944 to Covenant Community Services.
- Item No. PM session:
- The Board approved a resolution of intent to set and advertise a public hearing for the proposed purchase of real property located at 34970 McMurtrey Avenue in Bakersfield from McMurtrey Investments LLC in the amount of $30,485,000, for use as a state-of-the-art Sheriff/Coroner Facility and future upgraded Animal Services Facility.
